Drug and alcohol program

Consortium enrolment, random selection managed to the required rates, testing coordinated, and Clearinghouse queries kept current.

Not optional, and not something to improvise

Every carrier operating CDL drivers in interstate commerce must have a DOT drug and alcohol testing programme. A one-truck owner-operator is not exempt — and because a single driver cannot run a random selection pool alone, the practical route is enrolment in a consortium.

This is one of the first things a new entrant safety audit looks for, and one of the easiest to fail, because a carrier who has never been tested can genuinely believe they are compliant.

What is included

  • Consortium enrolment — you join a managed random selection pool, which is how a small carrier meets the random testing requirement at all.
  • Random selection — run to the annual rates FMCSA sets, spread across the year rather than clustered, and documented.
  • Pre-employment testing — coordinated before a driver performs a safety-sensitive function.
  • Post-accident, reasonable suspicion, return-to-duty and follow-up testing — arranged when the circumstances require it.
  • Collection site coordination — finding a site that works for where the driver actually is, not where the office is.
  • Clearinghouse registration and queries — the annual query for every CDL driver, plus full pre-employment queries, with driver consent handled correctly.
  • Record retention — kept so the programme can be evidenced years later.

The Clearinghouse query most small fleets miss

The FMCSA Clearinghouse requires an annual query for every CDL driver you employ, on top of the full query you run before hiring. The annual one is the one that gets missed, because nothing prompts it and nothing appears to break when it does not happen.

It breaks at the audit, where it is a clean, countable, per-driver, per-year violation with a date attached. There is no way to argue it was substantially complied with.

If you employ yourself as a CDL driver under your own authority, this applies to you too. Being the owner does not remove you from the requirement.

Clearinghouse rules, query types and consent requirements are set by FMCSA and have changed more than once. We work to the current requirement; confirm specifics for your operation with FMCSA.

Common questions

I am an owner-operator with one truck. Do I still need this?

Yes. If you operate a CDL vehicle in interstate commerce you need a DOT drug and alcohol testing program, and because one driver cannot form a random pool, that normally means joining a consortium.

Are Clearinghouse queries included?

Clearinghouse annual queries are included on the flat weekly plan. They are available with the standalone program as well.

Can I take this without dispatch?

Yes. The drug and alcohol program is available on its own, as are compliance support, IFTA filing, MVR monitoring and factoring setup.

Ready to move smarter?

Fifteen minutes on your equipment, lanes, home time and what you are being paid now. A dispatcher answers, not a call centre.
